The US Transportation Security Administration issued long-awaited rules on cargo screening, ensuring travellers on freight aircraft are screened and continuing inspections of "a portion" of cargo. The agency said examining all shipments would cost $650 million in the first year. Background checks would be expanded to include workers who handle cargo outside secure areas.
