Consultancy Solar Alliance is conducting a benchmarking study of air traffic management (ATM) in the 13 European countries that intend to join the European Union (EU) from 2004. The study is intended to identify what action prospective EU members need to take to improve their ATM in line with proposed Single Sky legislation.

The European Commission has tasked Solar Alliance to review ATM in the 13 states - Bulgaria, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia and Turkey. Key practices and indicators of performance will be used to identify areas of improvement, says Solar Alliance. The study will examine delays, costs, safety indicators, training and incident reporting.

The study results, which will be available by year-end, will recommend action at national, regional or European level.

Single Sky, which is designed to consolidate the continent's upper airspace from 2004, will require new ways of managing airspace and more flexible civil/military co-operation.
