An Israel government committee has recommended that the country's civil aviation authority (CAA) should no longer be a department of the ministry of transport, but an independent organisation with powers to impose civil aviation standards.

The committee, appointed by minister of transport Ephraim Sne, has concluded that the CAA is now unable to exercise control over civil aviation - in particular, powerful government-owned organisations like the national carrier El Al, Israel Aircraft Industries and the Israeli Airport Authority. For example, it cannot hire the right specialists because of government salary restrictions.
