London mayor Boris Johnson is to propose boosting airport capacity via development at one of three locations to the capital's east.
A new airport could be built at the Isle of Grain in north Kent or the Thames Estuary, or London Stansted could be expanded, Johnson will argue.
Later this week, detailed plans for all three options will be submitted to the UK government's Airport Commission, which is preparing a report on the best solution to the city's airport capacity problems.
"Ambitious cities around the world are already stealing a march on us and putting themselves in a position to eat London's breakfast, lunch and dinner by constructing mega-airports that plug directly into the global supply chains that we need to be part of," he says.
Johnson says a new hub airport would support more than 375,000 jobs and contribute £742 billion ($1.1 trillion) per annum to the UK economy.
He rules out expanding Heathrow airport and has been reported as saying it should be demolished to make way for housing.
Manchester Airports Group, which owns Stansted airport, says: "MAG believes that all options should be considered for the shortlist to be finalised by the Airports Davies Commission at the end of the year. MAG will make its submissions to the Commission at the end of this week and make our proposals publicly available shortly after that."
