The 2004 US Air Force Association Convention in Washington DC provided the capstone event for the sometimes tumultuous tenure of US Secretary of the Air Force James Roche, who is not expected to retain the job next year. Roche, however, saw fit to avoid headline-making gestures, allowing the event to focus on the service's pursuit of a new rescue helicopter fleet, upgrades for legacy fighters and the completion of the competitive phase of the E-10A programme.
