Ukraine has offered to upgrade Syria's surface-to-air missile systems. Talks between the two governments have reached a critical stage but the Syrians have difficulties in funding the deal. Syria mainly operates Soviet-era systems, and the Ukraine has also offered new equipment including upgraded Grushin S-200 (SA-5 Gammon) and Almaz S-300 systems. Syria has invested little in its air force in recent years, preferring to develop its surface-to-surface missile capability.
