Between 1985 and 1992, Swiss-born helicopter pilot Rudolph Hafen - former president and chief pilot of Canada-based aerial touring company Niagara Helicopters - wrote annually to Transport Canada officials on the poorly regulated international airspace over Niagara Falls. No one answered.
