The USA and the Philippines have held informal talks that may pave the way for full open skies discussions. The current bilateral agreement between the two countries is highly restrictive, limiting the number of carriers and frequencies on individual routes, while Philippine Airlines is the only Philippine carrier allowed on long-haul routes. The USA wants an open skies deal similar to others it has struck in the region.
