Delta Air Lines has readied a plan to respond to low-fares competition - particularly from Atlanta hub rival AirTran Airways - with a likely expansion of Delta Express, which nearly folded after the 11 September attacks. McKinsey & Co prepared the plan with company officials flying on discount carriers to evaluate their service and operations. The confidential study could set off Delta's largest strategic changes since its early 1990s cost-cutting campaign threw the airline into disarray.
