The Constitutional Court of the Russian Federation has ruled that strikes by airline pilots in Russia are legal. The decision ruled as "non-constitutional" a 1989 law prohibiting strikes of civil employees in the transport industry. The law has been used by the authorities to prosecute pilots' unions attempting to organise strikes. Although having allowed strikes in principle, the Court recommends that parliament work out new laws limiting withdrawal of labour in situations, which harm the public.
